More than 150 lawyers have signed a resolution calling for a general meeting of the bar association against the appointment of a select committee to inquire into the wrongs done by the retired chief justice while he held office — and the first signature on it, according to the newspapers, is that of a candidate for the presidency of the association at the coming election.

The judiciary can be counted an important factor in the tangles of this country. As Harold Laski said, the courts are the mirror that reflects the degree of political civilisation in any national society — and we did once have a judiciary of that kind.

The select committee the government means to appoint to inquire into the improper acts done while Sarath N. Silva held the office of chief justice has become a subject of argument, and the first man to challenge it is Sarath N. Silva. He says appointing one two years after his retirement is an act of revenge, and that such a committee could damage judicial independence.

The Sunday Leader editor Frederica Jansz called the former chief justice a wolf in sheep’s clothing, and his long reply appeared in that paper at the weekend — answering not all her charges but only the few he could interpret to his own advantage. This is Ivan’s account of the rest.

The papers report that the government has decided to appoint a parliamentary select committee to look into the wrongs done in the judiciary during Sarath N. Silva’s time as chief justice. He says it is being done to suppress the fight he is now carrying on against the government’s corruption, and that since he is a retired citizen the government has no power to appoint a committee to inquire into him.

A great deal can be learned from the UNP’s leadership crisis, not only about that party but about the political culture of Sri Lanka. Removing a party leader is extremely difficult: there is no simple, clear method in the party constitution for the membership to use when they want one removed, and nothing about how a group carrying on an internal struggle should proceed — and that is true of every party in the country.

Uvindu Kurukulasuriya, once a freelance writer for Ravaya, questioned Ivan’s present silence on the burning questions of the judiciary in an article for the Sunday Leader on the 17th. He opened with something that interests the public: that the president, minister Basil Rajapaksa and the prime minister attended a reception at the home of Saliya Hettige on his appointment to the Supreme Court.

The British commercial high court has ruled that the Petroleum Corporation must pay Standard Chartered the 162 million dollars due under the hedging agreement, with interest. The bank went to that court rather than to an arbitration panel, probably meaning the judgment to affect the other banks party to the agreement as well.

The article on the moral decay among professionals brought a response good enough to satisfy him: one man he knows telephoned to say it was good enough to have muddled his head, another praised the approach while blaming him for stopping the Gandhi series in the middle, and a Tamil lawyer married to a Sinhala woman had his own things to say.

Professionals are those who have completed the education and the other qualifications a particular calling requires. They are the backbone of any field, and they make up the most important stratum of a country’s middle class. This article is about what has become of one of those professions, and much of the evidence in it is Ivan’s own experience as a client.
