The politicians are looking at the southern council election and the presidential one, while the country faces war crimes allegations, the GSP+ question and the displaced. Ivan argues these can only be met if the parties set their divisions aside — and that the voice the country used during the war does not suit the moment. We are no longer entangled with Prabhakaran, he writes, but with the powers of the world.

The Tamil National Alliance’s councillors in Vavuniya took their oaths to the national anthem, which Ivan reads as an important signal. He traces the anthem’s rejection to the Vaddukoddai resolution of 1976, after which the Federal Party and the Tamil United Liberation Front stopped using it and the LTTE banned it in northern schools, and asks the alliance not to stop there.

Taking KP abroad and bringing him to Sri Lanka is a considerable victory, Ivan writes, not only because he led the diaspora’s notional state after Prabhakaran but because he ran the LTTE’s arms purchasing — and everyone in custody now talks. He notes that the low turnout at the two northern council elections shows the Tamil people’s unease is not over.
දෙමළ සමාජය ගැන
Three and a half hours with a delegation from the Tamil diaspora — all of them long-standing opponents of the LTTE — gives Ivan an account of the north he could not get otherwise: the local elections, the caste composition of Jaffna now that most Vellala families live abroad, and the widespread refusal to believe Prabhakaran is dead.
මහින්ද රාජපක්ෂගේ හතර අවුරුද්ද
The president may call an election as soon as four years of his term are done — a power added to the constitution by amendment for the benefit of the incumbent and now enjoyed by all of them. Ivan takes stock of the four years: the LTTE gone with not even a ghost of Prabhakaran left, the whole territory in the state’s hands, and the question of whether the respect of opponents as well as supporters can be won.

The defence secretary has sued the Sunday Leader for a billion rupees over an article on the MiG purchase. Ivan accepts his right to sue — criminal defamation was repealed on the argument that civil damages would suffice — but argues that the paper’s right to be represented by counsel of its choice is part of a fair trial, and describes how its lawyers came to withdraw.

The Jathika Hela Urumaya’s ministers have said they will leave the government if police and land powers are devolved, and that the Tamil people’s problems amount to food, clothing, shelter and social dignity. Ivan answers that the amendment’s value is symbolic as much as practical, and that a country which fought a merciless war and then says the Tamils are its own brothers has to show it.

Because the war ended with the whole LTTE leadership destroyed rather than with a remnant intact, Ivan argues, the movement lost both the capacity and the confidence to regroup — which is why Prabhakaran’s death brought no violent reaction. He turns from there to what the peace should be used for: relaxing security, rebuilding villages, and setting the army to public works.
What Next?
Written after the LTTE’s defeat in May 2009, the piece credits Mahinda Rajapaksa, Sarath Fonseka and Gotabhaya Rajapaksa with the victory and turns to what remains: uniting a people divided by race, religion and caste, and settling the ethnic question. Ivan blames the Tamil leaders who first proposed a separate state as much as Prabhakaran, and argues that 1956 could have been handled differently.

A movement that held a large part of the country by force for close to three decades has
been destroyed, and Ivan writes that in every one of the three armed rebellions the state
has put down, the enemy was its own citizens. What the country owes itself now is to find
the social, economic and political causes that keep producing them, and to use the opening
the victory has made rather than waste it as earlier openings were wasted.
