අධිකරණ ඇමතිතුමනි,
An open letter to Justice Minister W.J.M. Lokubandara setting out police evidence on the 14th impeachment charge against Chief Justice Sarath N. Silva: his close ties to Rohana Kumara, alleged mastermind of the Wijekoon murder, who lived at the official residence, used ministry vehicles and posed as his secretary. Quoting statements by Lakshmi Kusumalatha, hotel manager Ranjith Kaluarachchi and Godamunne Pannananda Thera, phone records and gate logs, it asks why the Chief Justice has not been questioned.

In a letter to the Secretary of the Judicial Service Commission, Ivan, as complainant, objects that a one-man inquiry by retired High Court judge K.A.S. Gunatilake into magistrate Lenin Ratnayake is illegal under Article 114(2). He recounts the rape allegations, the Commission’s months of silence, the three-judge committee that upheld Ravaya’s charges, Ratnayake’s 32 months of paid compulsory leave, and asks for the inquiry to be stopped and the committee’s report released to him.

Ivan gives a detailed account of the UNP revolt against Ranil Wickremesinghe after a plan to defeat the budget, with Thondaman’s four votes and defectors from the People’s Alliance, collapsed at midnight. Thondaman later said he was never asked. The piece follows the group of 23 MPs led by Gamini Atukorale, Karu Jayasuriya and Rajitha Senaratne, their demand that Jayasuriya become Opposition Leader, the seven-member committee Wickremesinghe appointed, and his delay over impeaching the Chief Justice.

Ravaya received the Editors’ Guild’s Sepala Gunasena award for defending judicial independence. Ivan recounts the background: his and W.A.B. Jayasekera’s petitions to disbar Attorney General Sarath N. Silva, Ravaya’s exposure of magistrate Lenin Ratnayake and district judge Upali Abeyratne, the Bar Association’s call for inquiries that found both guilty, the lenient penalties, and the protests by lawyers and MPs before Silva was made Chief Justice in September 1999.
