Gotabaya Rajapaksa’s Colombo development programme is heavily criticised by the opposition, and at first sight what Ivan sees is a good change that can be felt: the city is cleaner than it has ever been, the rubbish heaps along the main roads have stopped, and not only Colombo 7 where the rich live but Borella and Wanathamulla where the poor live are clean, with the traffic much eased.

A great deal can be learned from the UNP’s leadership crisis, not only about that party but about the political culture of Sri Lanka. Removing a party leader is extremely difficult: there is no simple, clear method in the party constitution for the membership to use when they want one removed, and nothing about how a group carrying on an internal struggle should proceed — and that is true of every party in the country.

The results of the elections for 65 local bodies show that no decline or collapse has yet happened in public confidence in the Rajapaksa coalition government. With the faults and weaknesses of its administration plainly visible, the public have still chosen, among the alternatives open to them, the one that approves it.

Sri Lanka appears to be tangling its problems further instead of settling them. It was the support of neighbouring India that let the war against Prabhakaran be carried to victory over the obstruction of the Western powers, and in return Sri Lanka appears to have given India various promises — chief among them the assurance that the 13th amendment would be implemented after the war.

A fundamental change in the political system is essential to any good forward movement for the society and the country — and without overcoming the challenge Prabhakaran’s movement posed to the state, there was no possibility of making one. That challenge was itself something this corrupt political system enlarged: there was a problem before it, and this system turned it into a tangle that could not easily be settled.
