Towards a People’s Constitution to Resolve the Present Crisis is a short booklet by Victor Ivan and Basil Fernando, published by the Movement for a People’s Constitution during Sri Lanka’s 2022 crisis. Its first essay, “An Agenda for Transformation”, grew out of conversations between Ivan and Mangala Samaraweera in the last period of Samaraweera’s life. Samaraweera asked Ivan to draft a statement of principles that could unite a divided nation and bring justice to groups long oppressed. The result is a sixteen-point draft. It covers building a nation of equal citizens, abolishing caste, an independent judiciary with judicial review, and an anti-corruption commission modelled on Hong Kong’s ICAC. Other points include campaign-finance rules, the people’s sovereignty through citizens’ initiatives and referendums, and participatory constitution-making.

The second essay, “Overcoming the Puzzle”, examines the 2022 crisis: the ban on chemical fertiliser, the refusal to seek IMF help, and the looming default. Ivan also criticises an opposition fixed only on the next election. He argues that the best way forward is a referendum, so the people themselves decide on reform or a new constitution, to be drafted by an elected constituent assembly.
