Defeating Prabhakaran collects the articles Victor Ivan wrote from the start of the fourth Eelam war to its end. The book was proposed by a Sri Lankan living in the United States who had read every one of them. In the first article, written in late 2006, Ivan argued that the LTTE was past its peak and would be defeated without being able to fall back on guerrilla war. When the article was debated online in January 2007, the prediction was thought premature. Society was then split between anti-war liberals and pro-war nationalists. Ivan held that the LTTE had to be defeated militarily, because it would accept nothing short of a separate state. He insisted, though, that defeating Prabhakaran must not mean defeating the Tamil people.

The book has twenty-one articles and eight appendices. They cover the link between ethnic and caste conflict, where the Tamil struggle went wrong, why a Tamil insurgency arose, and the war and the international community. The fifth article set off a long debate with Professor Kumar David in Sinhala, Tamil and English newspapers and online. In the preface, Ivan credits President Mahinda Rajapaksa with the military victory. He also argues that Rajapaksa failed to use it for a political settlement and reform of the political system. He concludes that real change in Sri Lankan politics has to come from society, not from politicians.
